Established by AB 841 (Signed by Gov. Newsom in September 2020)
CalSHAPE – Ventilation Program
Provides grants to Local Educational Agencies (LEAs) to assess, maintain, adjust, repair, or upgrade HVAC systems in schools.
CalSHAPE – Plumbing Program
Provides grants to LEAs and California state agencies to replace noncompliant plumbing fixtures and appliances that fail to meet water efficiency standards with water-conserving plumbing fixtures and appliances.

Ineligible Costs
Third Party Consultants
- May not sign or enter into agreements on behalf of School District
- No funding will be provided for the costs of completing an application for funding or for third-party consultant fees for application or project related work.
- The 20% contingency funds may be used to cover cost overruns but cannot be used to pay for consultant fees or any portable equipment not directly connected to the eligible HVAC system (Chapter 3E)

Workforce Standards
- Assesment performed by Certified MATT L1 or Certified TAB Technician (AABC, NEBB, or TABB)
- Review of Assessment Report and recommendations for adjustment, repairs, or replacement by a Licensed Professional
- Adjustments by a Certified TAB Technician or a skilled and trained workforce under the supervision of a TAB Technician
- Repairs, Upgrades, or Replacements by a Skilled and Trained Workforce
CalSHAPE Round 1 Update
- 320 Ventilation Applications Received
- $150.8 M in Ventilation Verification funding requested
- Applications will replace 138,000 filters and install 57,000 CO2 Monitors through the Ventilation Verification process.
- 26% of eligible school districts have applied in Round 1
- 118 Notices of Proposed Awards (NOPA) issued
- $482 Million is still available for future Rounds (Program will run through 2023)

- Funding Round Two of the CalSHAPE Ventilation Program is $210 million
- In Funding Round Two, grants are awarded only for projects at sites located in an “Underserved Community”
- The CEC is accepting applications for Funding Round Two of the California Schools Healthy Air, Plumbing, and Efficiency (CalSHAPE) Ventilation Program starting at 10:00 a.m. on March 28, 2022. The application deadline for CalSHAPE Ventilation Program Funding Round Two is 5:00 p.m. on May 31, 2022.
